Dates are still not confirmed, but counseling held every year in the month of July. So you can expect the application form to be out in June

For DTU you need to score more than 200 in JEE Mains, but according to your marks you will not have any chances for reputed colleges. Prepare for your other exams, or you may consider management seats in different colleges.

Yes, you will definitely get mechanical in DTU, last year, mechanical was offered to the OBC students having rank up to 85000.

No, DTU doesn't have lateral entry seats. You should try JECRC University, Vivekananda Global University-Jaipur or Manipal-Jaipur.
