I don't think so as you are an outside Delhi student. My friend who got the same rank gets admitted in DTU in spot counselling and he was a Delhi Student.

Yes, you can easily get DTU or NIT whichever you like.

I guess software is a better option because in both the branches after 4 years you'll sit in an IT sector job so studying that part and not other subjects are quite good and you'll not get too much pressure.
4 years ago I am an otside delhi candiadte and a SC i have scored 75 percentile in JEE Mains and 95% in boards do i have any chances in DTU and NSUT ??

No, You don't have chances in DTU/NSIT.

You can get a lower NIT lower branch in the CSAB Round.

Yes, it is right to pursue a CS branch in any IIIT rather than a core branch in DTU/NSUT/NIT until and unless you are interested in any of the core branches as I am more interested in Industrial engineering so I've chosen it over any other bra

You can get all of them at this rank only the difference will be in branches. Choose wisely in your field of interest.
