I don't think so as you are an outside Delhi student. My friend who got the same rank gets admitted in DTU in spot counselling and he was a Delhi Student.

I guess software is a better option because in both the branches after 4 years you'll sit in an IT sector job so studying that part and not other subjects are quite good and you'll not get too much pressure.
