You can still find out colleges that do not require high percentage as eligibility criteria for taking admission in M.Sc maths. Scoring less is not an issue, a number of colleges provide admission even though a candidate has less marks in previous qualified degrees. You find out more about such institutes which invite applications for your desired course. Go to their website, if the college is in your hometown, visit the same. Or else call on the toll free numbers of various Universities and enquire about the eligibility criteria as well as admission procedure.
I am sure, you would find one. However, yes, work hard this time and fetch good marks in M.Sc. As you know, the graph should go upward as you proceed further with your career, as this will justify your performance and seriousness as a candidate for job or so.

Can I do Ph.D in Telugu through distance education? I passed MA from Telugu University and scored 59.1%.

I don't think, Ph.D can be done through correspondence. It is very important and critical to be done through distance. You can do what most students do though i.e., take admission and go once a month to college.

In the context of B.Tech, placements are sluggish, although you get time to prepare for other competitive exams, that might be considered as an upper hand but again you have to rely on yourself solely for the same as there is no backing from the faculties and staff. However, the fee is relatively less as compared to other government institutes. It's around 70K (tuition fee)+12K(hostel)+4K(bus service) per annum, mess fee is 3000/month. Lastly, I would suggest, opt for this college when no other option exists.

I can't say about all other colleges but Sant Longowal is not as good as expected from a central government college. Gurukula Kangri is not a CO Educational Institute. Please check before filling your choice. SLIET is situated in Longowal, a village in Sangrur district. So please go to other colleges like JKIAPT and IIIT-Manipur because it has an IIIT tag. For my personal view, go to any other colleges but please don't come to SLIET. If there is no option and your JEE rank is not good and you hardly wish to take admission in a central government college then you may think about this college. Finally, make SLIET as your last option and give priority to other colleges and if you want to know other things about SLIET go and read my review on the college page.
