With this percentile there are very less chances to get into a good NIT but you can still try other private institutions and universities.

As per the previous year of trends, The closing rank at IIIT-D in asked category for outside Delhi candidate for B.Tech CSE was 17288. While in DTU the closing rank was 9349. So you have to score above 98.5 percentile in JEE Main for getting

Yes, you can. Admission in IIIT Delhi in B.Tech CSE course is done through the Joint Admission Counselling (JAC) by using the JEE Main Paper-1 scores. The eligibility criteria for B.Tech CSE is given below:

Your expected JEE Main AIR is about 22278. The last year closing rank in asked course at IIIT-D was 40562 for Delhi region candidates. While 6442 was for outside Delhi region candidates. So, you can get if belongs to Delhi region.
