What %ile in needed to get admission for CSE in IIT Bombay? How to prepare from the scratch?

The closing rank for general candidates is around 60. On a side note, I know of a girl who was of SC category who got into IIT Bombay CSE branch with a rank in the range 1000-1100. that is harsh reality of today education system.
