It's only for the IIT admission student so if you are not in IIT Delhi you can't get that course as it an additional subject given to students, so they can join the course as per their interest.

Both the IITs are good but in my opinion, IIT Delhi is better than IIT Kanpur because IIT Delhi provides good infrastructure and good course curriculum.

No, it is not possible to get admission in IIT Delhi with board examination marks. You've to crack JEE Main and have to qualify JEE Advanced with good AIR (all india rank) to get admission in IIT Delhi.
