You should have a degree in Economics or studied Economics as a paper in your commerce related degree. (B.A. , B.Com, B.A. (Corporate Secretaryship), etc.

You must have rank under 100-150 in your category(ST). Score stats are different every year since the paper pattern is not fixed. But you should have scored atleast 45-50% marks for that.

Admission to IIT-Delhi is subject to the combined score you get in the academics, extracurricular and CAT. Since you will competing with other aspirants having good academic score, I believe your chances are bleak if you are a general category aspirant. Still, give your best in CAT. There were instances in past when a 99% student didn't get interview call because of not so good academic score. Still, I wish you all the best and do apply to IIT Delhi, if you get a score of 95%.

No, the government college doesn't offer direct admission through management quota, but you can take admission in private university.

For entrance in masters course in IIT, IIT conducts IIT JAM exam every year and the forms for the same were out already but you can visit its site once to check the details.
