But then why did you not insist on getting any sort of a Certificate or degree Certificate immediately after completion of your course? I do not know exactly but some time back UGC has debarred all universities from offering any professional course via distance education mode and if in spite of this your university was offering you then you are in for trouble. But the best course of action is to write a registered letter to the registrar of the university from which you did your B tech via correspondence or better still go and meet that person or at least ring up registrar to know the present status.
