Yes you can get admission in DDE, University of North Bengal in M.A. in History. As per the University Admission notification of dated 16.09.2020. there is no specific percentage requiremens for the asked PG course.

For BCA or in any other under graduation courses, you will have to pass in class 12th.
So, you can't get admission without passing in all subjects.

Well, the rules are different for different colleges/university. If you have a backlog in the 3rd semester, you can definitely appear for the 4th semester because to clear the backlog of 3rd semester, you will get a chance in the 5th semester
