It is difficult for you to get admission in OU, since you have quite less CGPA in your UG. And, even you haven't appeared for TSICET, which makes you even more difficult to get admission.

Yes, you can get a seat on the basis of your class 12th performance. Being B.Tech drop is not a hurdle on admission.
