He can do some certification course in the duration till he clears his backlog. It is not worth to drop the course for anything else. So do 1-year Diploma or certification course in the field he is interested in.

In my opinion Panjab University is the best among the two as Punjab University offers some of it's student to go abroad for their fieldwork which is not given by other universities.

BA LLB used to be the best course offered by PU but it was a few years back. Now, the scenario has changed that it is failing to meet the standards of the outer world. So, Chandigarh University would be a bit better option.
