The Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a centrally sponsored programme, aims to work with 300-plus state universities and its affiliated colleges to raise the bar of campus life. Launched in 2013, the RUSA aims at providing strategic funding to eligible state higher educational institutions. The central funding (in the ratio of 60:40 for general category states, 90:10 for special category states and 100% for union territories) is based on norms and is outcome dependent. So RUSA is not a Educational board or University, This is a centrally funding scheme for Universities/Colleges up gradation. Hence here is no any question of validity of degrees, All the degrees will remains valid as earlier.

Yes, you can join Diploma courses after 10th standard. In case you have failed 12th standard, I request you to please devote some more time to the subject and clear it which in return will help you open to better career opportunities. Pursue a degree rather than a Diploma. Degree will fetch you better placements comparatively to a Diploma certificate. In case if you have a fixed mind of doing Diploma please let me know the subject you want to study I will let you know if you can pursue it after 10th or if you need to clear 12th standard for that.

Yes, if it is stated in the eligibility criteria for the particular course entrance exam in the Pondicherry University, If not stated anything that means they only require passing marks (percentage) for applying in their entrance. But then I would suggest you better contact them for the same.
