These days UGC has prescribed some guidelines to universities as to the procedure for accepting students for PhD programme. Just check with registrar and you will come to know about this. Your question falls in the Ph.D English tag as well which suggests you want to do a Ph.D in English. A Ph.D depends more on the previous qualifications. The university falls under the approved universities and the course of Ph.D has its own benefits. I wish to share this personal observation, not a common though, that a Ph.D from private universities is, most of the times, looked down upon. Ph.D gives you chances of promotion in a job. It adds to the eligibility to teach UG and PG students, especially, PG classes are given to Ph.D holders. JJT is a private university, but not questionable. Ph.D has benefits. A Ph.D from JJT doesn't have anything special. If you are getting admitted, go ahead.
