Thapar University today is considered among the leading privately managed engineering institutions of the country. It is amongst the top-10 private universities. The institute offers undergraduate programmes leading to Bachelor of engineering (BE) degree and postgraduate programmes leading to Master of engineering (ME), Master of software engineering, Master of technology (M.Tech), Master of science (M.Sc), Master of computer applications (MCA), Doctor of Philosophy (Ph.D), and Doctor of Science (D.Sc.) degrees. As you mentioned CBSE, therefore, I am considering that you seek admission in BE/B.Tech.
For admission in NIT, you need to have minimum 75% marks in class 12th.
For admission in Thapar University, the eligibility criteria is as follows-
Minimum 60% marks in class 12th and at least 20% aggregate marks in JEE Mains 2017.
Or
At least 80% marks in 10+2 or equivalent examination with at least 15% aggregate marks in JEE mains 2017.

Thapar University is one of the top universities for engineering courses. Civil Engineering is also good in this college with good placement records. Also, the faculty and study environment of this college is very good with good infrastructure.

Thappar Institute is the best for BE. This is one the best universities in India and their study and placement records are very good. It is better than PEC. Also, the electrical engineering department is one of the best in India in Thapar University.

6.5 is a very poor score to apply to German universities. They require grades as high as 8 out of 10. You should look for average universities in less competitive countries like Poland, Norway, Ireland etc. If you can manage high funds you can check options in Australia and New Zealand.

Thapar is one of the best colleges in India. It is in the league of best engineering colleges in India. It has stellar placements and it is much better than Dhirubhai Ambani. However, for Thapar, you need very high marks in engineering entrance tests.
