Yes, why not. Although just few seats are there for non Maharashtra students, provided to those who have good scorers. Roughly they accept around 97% from general category students. 65% intake is on the basis of MHCET and 35% on the basis of C

You can apply for PUMBA through MAT score by registering for CAP process by DTE of Maharashtra. The process will be scheduled in month of April most probably.

Yes, PUMBA accepts MAT score for MBA+ course. Usually the cut off is more than 97 percentile, still I suggest you to apply for admission here. You may get a chance in the later rounds of admission process.
