Your rank is good. Yes, you can go for phase-2 counselling. But Answer to this Question will be best given by VIT itself. Call on their helpline number. There are no entrance exams for M.Sc admissions at VIT University. The candidates will be shortlisted based on their marks in a Bachelors degree. They are admitted based on a counseling or an interview. Yes, you will get a seat in VIT for sure.

This is the newest campus of VIT, and last year, students got CSE below 1 Lacs rank easily, and I think it is not better option to take admission in Bhopal campus, because fees structure similar to VIT-Vellore and Chennai campus somewhat. And, it’s infrastructure is not fully completed and still it’s under development.
If you think to take admission in VIT, then you should refer Vellore or Chennai campus now, and if you are not getting this campus, then you should try other university or college. Hope this helps.

I have never heard of such thing in VIT. Maybe, it's something new that they have launched. But to be frank VIT B.Tech is far better than M.Tech.
That's the reason why, B.Tech the highest package was 22 LPA while the M.Tech guys were no where close. And when you opt for dual degree course you will be one among the M.Tech guys.
