You can check the financial aid sections of the university websites. For example: 1. Leiden University Excellence Scholarships. 2. Radboud University Scholarship Programme and 3. Erik Bleumink Scholarships at University of Groningen to name a few. Other than these we have: 1. Netherlands Fellowship Program. 2. Erasmus Mundus Scholarships in Netherlands. 3. Amsterdam Excellence Scholarships (Netherlands). To pursue your Masters in Netherlands, you must meet the university and program specific requirements. International students must submit IELTS or TOEFL scores. Check the university websites for minimum academic grade requirement, IELTS or TOEFL requirements, LOR and SOP requirement and any other additional requirement. I hope it helps.
