The NIRF ranking of NIT Raipur for engineering is 63. While 15 is for SVNIT Surat. So SVNIT Surat is the best for pursuing B.Tech Electrical course.

Field is good, branch has scope but it is your own caliber which will lead to a placement, college can only provide opportunity in terms of interviews.

Yes, it is valid, but for MS you need to develop your skills beyond B.Tech, so that you understand the level of studies which is carried out abroad.
