If you have to gain a seat in IIT, with top listed branches, your rank should be under 4000, as it will provide the maximum opportunity to get good branch of your choice.

Hello,
IIT JAM Chemistry is an online entrance exam for M.Sc courses in different IITs, IISER, NITs, etc. Having Maths in class 11th and class 12th is beneficial, but it is not a criteria for exam.

You can't get any IITs, NITs, IIITs, and any government colleges because they all require JEE scores. You can go for any good and reputed private colleges like Amity, LPU, Galgotia, Chandigarh, etc.
