You need not take any marine engineering course for taking commission in Indian Navy. There are two methods. One is via NDA after 12th and other is via CDS exam of UPSC. You will find detailed information in Indian Navy's website "joinnausena".

Directorate of technical education of your state controls and conducts lateral admission process. On their webpage, you will find complete information about availability of seats and colleges in which these seats are available, etc.

If you do not want to go for JEE then you can go for other engineering exams for various colleges and universities.
There are a lot of good private colleges as well as state-funded colleges which can help you in shaping your career in engineering.

It's really nice to know your dreams / desire to do graduation after completing diploma. You can get admission by lateral entry in your home state which is normally based on marks obtained in Diploma.

You need to write LEET exam which is conducted in each state for lateral entry.
