Actually this is specialisation course and generally comes at the time of Masters or Diploma level. You can go for certification along with your graduation you can do Masters post graduation. For graduation it is very difficult to find a course in good college.

Yes, you can do graduate Diploma one year programme. When you do this programme you will be allowed to stay back for one more year to get a job.

Glad to see that your interest is in networking. Since, I'm from the same field and it's been 15 years in IT infrastructure. I would suggest networking is one of the areas which is in demand and scope is big in Job market is consistent. However, being honest with you doing Masters in network administration and after the scope I am unaware about it. All that matters in networking field is experience and for fresher professional course/certification.
