Hi Yatish,
Yes, she can apply. She is eligible for RIE CEE exam 2018. Yes, the state eligibility is needed, but she can get admission in RIE-Bhubaneswar. For this, students must belong to Arunachal Pradesh, Assam, Bihar, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Tripura, West Bengal and Andaman and Nicobar Islands.

You have to clear TET exam to teach in any of the government schools. TET is teachers eligibility test which should be cleared in other to get a job.

No, RIE does not offer any correspondence courses. It only offers the full-time courses. I request you to refer to the link for details:
