To become an Income Tax Officer, one should first of all enter the Income Tax Department as Income Tax Inspector or Tax Assistant. I guess for being a teacher, you would have to go for the degree known as B.Ed. Mostly, the government teachers should hve that degree is the rule I guess. You may ask the relevant university there and get the further information regarding the government teacher.

You can pursue your degree from any institute. You will do teaching. You can apply for job of teaching. So, you can pursue your degree from any institute.
