In order to be able to teach at colleges/universities, the minimum requirement is M.Sc. Physics and qualifying the UGC-CSIR NET for lectureship and JRF. M.Sc. followed by a B.Ed. will enable you to teach at the high school level. You can appear for NET to secure a good job of a professor after completing M.Phil. and Ph.D.

Since, you say you don't want to do programming. If you are an average programmer, and if you you're better with creative work, then you can head for web design or even VFX/ Animation since there is a huge requirement coming up in that domain. Games Design and Games Programming/ Development. Wish you the best for your career. Remember, your Career is a resultant of your knowledge combined with your passion and expression ability.

Yes, you can apply for a government job but you need to check the terms of particular state government before applying there for teaching job as every state follow different eligibility criteria for applying.

See in job market, if you enter in any job profile with your basic knowledge of German then your growth in respective language will be very limited and I am sure company will check your skills and hold in the language.
Suggestion from my side, you should complete the German language with good grades and learn up to proficiency level than think about the job.

To become a successful teacher, either you start B.ed programme after 12th and after that go for M.ed or do Bachelors and Masters in the specialised field whether that's a commerce, science or from arts background.
