Canada Caps Study Permit Applications Number In 2025 At 550,162

Canada has announced a cap on the number of study permit applications which can be processed in the entire year 2025 to 550,162. This cap is implemented from January 22, 2025, to the end of the year.

Immigration, Refugees and Citizenship Canada said, "The cap was intended to best support the attainment of the immigration goals established by the Government of Canada. Once the cap is reach, no more applications will be accepted."

Earlier, Immigration Minister Marc Miller had reduced the number of study permits issued by 35% in 2024 and in 2025, he announced to further reduce it by 10%.

Exemptions To Canada Study Permit Applications Cap

There are many who are exempted from this cap including those who are part of an inland family sponsorship application, a protected person, received a study permit exemption order and have applied for permanent residence. Those who are planning to study at a federally administered Designated Learning Institution (DLI), applying as an exchange student at a DLI, and applying at are primary or secondary school level are also exempted. Also, those who have received the Global Affairs Canada scholarship, and selected for the Francophone Minority Communities Student Pilot.

Other Key Changes For International Students In Canada

There were the following changes introduced recently:

  • Before transferring schools, now students need to apply for a study permit extension.
  • The school to which a student is transferring should not be on the suspension list but on the Designated Learning Institution (DLI) list.
  • They need to submit the required documents including the reason for the transfer, and documents to demonstrate eligibility to start studies at new DLI.

Canada To Tighten Border Security In Trump's Second Term

Canada Immigration Department said that during the first term of Trump, the country witnessed many irregular border crossings into Canada from US. To not repeat this in his second term as the US president, Canada has a Border Plan to be executed with an investment of $1.3 billion so that the country can enhance detection capabilities, and control unnecessary border traffic.

"Reducing unnecessary border traffic is a priority under the Border Plan. The government has introduced amendments to the Immigration and Refugee Protection Act, granting authorities the power to suspend or cancel immigration documents in cases of suspected fraud. This approach not only curtails misuse but also ensures an efficient allocation of resources," reads the official statement.
