Ireland's Global Citizens 2030 strategy aims to make Ireland a first-choice destination for foreign students, innovators and researchers. It was launched by Minister for Further and Higher Education, Research, Innovation and Science, Simon Harris TD to make Ireland a global leader in innovation and talent.

Study in Ireland: Ireland’s Global Citizens 2030 strategy kickstarted at the start of this year to position the country as an international hub for policy, research and education.

A member of Ireland’s international cooperation unit at the Department of Further and Higher Education, Research, Innovation and Science said that Ireland’s leader – the Taioseach has offered a group of government officials a “joined up package” on international education.

Principal Officer, International Division Ian McKenna recently told delegates, “The advantage of a centrally driven global brand is that all government departments play a part. We can go back to our Department of Justice, which is equivalent to the Home Office here[ in the UK], And we can say, look, you need to look at your visa policy. You need to look at this. They will take that on board," as reported by The Pie News.

“Being a small country and being quite centrally driven in some respects, has given us an advantage in terms of international education,” added Ian McKenna.

Ireland's Global Citizens 2030 Strategy: More Details

The flagship initiative has ambitious growth targets. The strategy is aiming for up to 10% increase in foreign researchers, innovators and students by 2030. The success measurement is also a crucial part of this strategy, where the performance will be tracked on a regular basis regarding employer approval of graduate competencies, international student satisfaction, and mobility rates.








The strategy was introduced on Monday 15 January 2024 by Minister for Further and Higher Education, Research, Innovation and Science, Simon Harris T.D.

There are six pillars of Global Citizens 2030. The first one is that innovation and talent are at the core of Ireland’s global footprint, second - Ireland aims to be the first choice for foreign innovators, researchers and learners, third - international citizens in diverse workforces, multi-cultural and multi-national, fourth - increased European influence in research, innovation and education, fifth - new era of partnership, and sixth is thought leadership in science, innovation, and talent policy.
