Janetta Brewer
Professor Brewer is an attorney with specialized expertise in Government Contract law and the Administrative Procedures Act (APA), the policy-making process for Executive and Independent agencies of the Federal government. She currently advises clients in understanding federal and state acquisition laws the implementation of innovative strategies, effective internal controls, and customized trainings. Her commercial successes include shaping audit-readiness activities, re-designing corporate governance systems, and streamlining business processes and compliance controls for multi-billion dollar global clients. Professor Brewer previously enjoyed a rewarding career within the Department of Defense. As a senior staff member of the Office of the Undersecretary of Defense for Acquisition, Technology, and Logistics (OUSD/AT&L), she worked with the Executive Office of the President and U.S. Congress to shape new acquisition regulations and policies affecting 35,000 contracting professionals. In that role, she led teams responsible for interpreting statutes, executive orders, and governmentwide policies for promulgation into the Federal Acquisition Regulation (FAR) and DoD's supplement to the FAR. She successfully ushered several high-profile regulations through the rule-making procedures prescribed by the APA. Professor Mangan’s teaching focus is the practice of law in non-litigation contexts, including contract drafting, client counseling, and corporate governance. Prior to joining the College of Law faculty, Professor Mangan was the Senior Vice President, Human Resources with MED3OOO, a Pittsburgh-based healthcare technology and medical practice management company, where he counseled and advised senior executives on employee benefits and other employment-related policies. Professor Mangan Mangan had previously worked as an attorney for Graf & Stiebel, where he practiced in the areas of executive compensation, employee benefits, and the representation of closely held businesses. He also served as a labor and employment lawyer in the Cincinnati office of Frost Brown Todd and in the McLean, Virginia office of Hunton & Williams. Following graduation from the University of Notre Dame, Professor Mangan served as an officer in the United States Marine Corps for four years, achieving the rank of Captain. After leaving the service, Professor Mangan received his J.D. from the University of Virginia School of Law.
