ICAI Revises Opt Out option for CA July 2021 examinees; RT-PCR report not needed

The ICAI has modified the Opt-Out option for candidates appearing for CA July 2021 exams after the Supreme Court ruled that candidates need not submit an RT-PCR report if they submit a certificate by a registered medical practitioner that they have been infected with COVID.
While hearing three petitions relating to the upcoming CA exams 2021, the apex court on June 30 said, “We direct that candidate should be allowed to opt out and it will not be treated us an attempt. Such candidate can appear in backup when situation is conducive,” it said and added that candidates will be allowed to opt out of the exam if there is a last minute change in the examination centre, even within the city.”
The candidate who opt out of the July phase exams for CA Foundation, Intermediate, Intermediate (IPC) and Final (New and Old syllabus) courses, will be permitted to appear in November cycle. Also Read: ICAI CA July 2021 Exam Dates
On June 21, the ICAI had announced that it will provide Opt-Out facility to students who have suffered COVID-19 or have someone in the family affected by the virus. The window to opt out of July phase ICAI CA exams was opened on June 28. The candidates can avail the Opt-Out facility by on the official website of ICAI exams.

Modified 'Opt-Out' Option Criteria for CA Examinees
The ICAI issued an official statement on July 1 (evening) listing the modifications in the Opt Out option criteria. Given below are modification:
1. An Examinee shall be entitled to exercise the option of opting out if he/she or any of his/her family member (residing at the same premises), has suffered COVID-19 after April 15, 2021. The fact is to be certified by a Registered Medical Practitioner. In such cases, July 2021 Examination will not be considered as an attempt. Such examinee will be permitted to appear in the exams held in November 2021 cycle for the old as well new syllabus, subject to conducive situation / environment prevailing at the relevant time. Such examinees need not produce RTPCR report if medical certificate issued by the registered Medical Practitioner for himself/ herself or his/her family member is presented along with the request for opting out.
2. Examinees affected due to lock down during the relevant period of examination, such examinees are entitled to opt-out and July 2021 exams will not be treated as an attempt. Such examinees would be permitted to appear in November 2021 cycle exams for the old as well new syllabus, subject to conducive situation / environment prevailing at the relevant time.
3. If any examinee while appearing in July 2021 examination and in the midst of that suffers from COVID-19 ailment and is unable to appear in the remaining subjects, would be entitled to opt out. He/she can appear in the November 2021 cycle exam for the old as well new syllabus, subject to conducive situation / environment prevailing at the relevant time.
4. If the examinee has opted out in any paper during the entire July 2021 cycle of the examination, then he / she will not be permitted to appear in any of the remaining paper of the same cycle.
5. If the examinee has appeared for the first group and then opts out before the conclusion of the examination of the last paper of the second group, the result of the first group will be declared and opt out option will apply only to the second group.
6. In case if the CA exam cannot be held at any of the exam centre/city due to restrictions imposed by the Central Government/ State Government / Local Authority or the CA exam centre being in containment zone or last-minute change of exam centre in any city etc., then the examinees can opt out of July 2021 cycle and can write the exams in November 2021 cycle.
