Earlier also, Maharashtra decided not to conduct final year exams considering the ongoing pandemic situation. The decision got challenged by UGC's revised exam guidelines asking states to conduct exams for final year students. 

Maharashtra government Disaster Management Committee on July 13, 2020, decided not to conduct final year exams in the state. The meeting was chaired by Chief Minister Uddhav Thackeray. State disaster committee again took the decision of not conducting the final year University exam in the state amid the current pandemic situation. In the last meeting also, Maharashtra took the same decision but UGC via its revised exam guidelines 2020 asked states to conduct the exams within the next two months.

Higher & Techincal Education Minister Uday Samant said, “We had conveyed this to UGC that we are not against taking Examination, and we had never said so but considering the current scenario we won't be able to conduct it. We can't risk the lives of 5 to 6 Lakh students in this pandemic.”

Maharashtra has approximately 12,000 containment zones. The committee decided that if students want to appear for exams state government will conduct it post this pandemic, Uday Samant also requested UGC & HRD ministry to support this decision. The reports also suggest that recently, Raj Bhavan staff got infected with COVID-19, Mumbai University 10-12 Staff members were found COVID-19 positive. "Right now in this situation, many colleges have been converted into quarantine. According to Samant under State Disaster Management Act, the state got this much power to overrule any decision. Uday Samant further added, “centres or Isolation centres. It is difficult to make arrangments for exams in such centres. In the meeting, we did discuss the Bangluru 10th Std exam which was conducted for som odd 50 students, post first paper most of the students were found positive. Hence we don't want to take that risk.”
