Government to relax norms to hire foreign faculty in IITs, IIMs

If a proposal by the home ministry is accepted, government institutions like IIMs and IITs will be able to hire more foreign faculty.

The home ministry told the HRD ministry on Monday that it was proposing a Cabinet note to lower the limit of annual earnings to $15,000 ( nearly Rs 1,00,000) a year for granting work visa.

At present, work visa is given only to those who earn a minimum of $25,000 (nearly Rs 17,00,000) per year, which made it difficult for top government institutions to hire teachers of other nationalities at the entry level of assistant professor.

The government wants that the best of resource is available to government institutes, which is why, in a meeting between the HRD ministry, the home ministry and the Ministry of External Affairs on Monday, it was decided to liberalise the existing norms for appointment of foreign faculty.

The HRD ministry also sought period of clearance for foreign nationals to be reduced from six months to two months or less than that in order to address the shortage of teachers in premiere institutes.

In the meeting with officials of home and foreign ministries, the HRD ministry proposed that foreign applicants from countries of Most Favoured Nation (MFN) status should not go to the foreign ministry for political clearance. They should be allowed to directly apply to the home ministry for security clearance.

The HRD ministry reportedly also proposed that the clearance processes should be undertaken at the time of granting work visa, instead of at the time of job application. This could bring down the clearance time to two months.
