The Central Board of Secondary Education (CBSE) has announced revised guidelines designed to enhance the accessibility of schools for Children with Special Needs (CWSN). According to the updated provisions, schools must confirm accessible floors for CWSN classes when applying for or renewing their affiliation with the board. The new regulations cover various aspects of school infrastructure, including signage, ramps, lifts, and accessible toilets.
Key Changes in Accessibility Guidelines
The revised guidelines include several mandatory provisions:
- Ramp Construction: Schools must construct a proper ramp on the ground floor to ensure barrier-free access for CWSN students.
- Accessible Toilets: Separate, compliant toilets for boys and girls must be available on the ground floor or on floors where CWSN classes are held. These facilities should have ample space for wheelchair or walker movement.
- Affiliation Requirements: Schools must specify the floors on which they will conduct classes and practicals for CWSN students when applying for or extending their affiliation.
- Pathway Maintenance: The approach to the school should be well-maintained with a level surface, and paved flooring should be used to provide comfortable access. The surfaces must be firm, even, and slip-resistant in all weather conditions.
Additional requirements include:
- Drop Kerbs: Any kerbs in pathways should have appropriate drop kerbs for wheelchair access.
- Clear Walkways: Paths from the school gate to buildings, playgrounds, and toilets must be clear, firm, and regularly maintained.
- Door and Entrance Specifications: Main entrances and doorways should be 1500-1800mm wide, with classrooms and other facilities having a minimum door width of 900mm.
- Obstruction-Free Paths: Walkways should avoid sharp turns and be free of hanging or protruding obstructions such as low branches, flowerpots, or signposts.
- Handrails and Guard Rails: Handrails should be provided at dangerous points, and guard rails are required where there is a sudden change in level, including stairs and verandahs. Handrails should have rounded ends or be grouted to prevent injury.
Reason for the Revision
CBSE stated that the revisions were prompted by written requests from schools and discussions among the board's stakeholders aimed at optimizing provisions for CWSN students. The board has advised all affiliated and applying schools to adhere to these updated guidelines to ensure equitable educational opportunities for all students.
