While NMC is all set to implement its new guideline on the fees of 50% seats in private medical colleges, the implementation has been challenged by deemed universities and private medical colleges in Madras High Court, read here what happened so far.

On February 3, the National Medical Commission (NMC) released an office memorandum regarding the guidelines for fees determination and all other charges in respect of 50% of the seats in deemed to be universities and private medical institutions, governed under the NMC Act, 2019.

Prime Minister Narendra Modi also highlighted that this will benefit the poor and middle-class medical aspirants.

In March this year, PM Modi tweeted, "A few days back, the government has taken another big decision, which will benefit the poor and middle-class children. We have decided that half the seats in private medical colleges will be charged at par with government medical colleges."

However, the deemed universities and private medical colleges in Tamil Nadu and Puducherry have approached Madras High Court challenging this memorandum. The counsel of these institutions has said that in the government medical colleges' fees are highly subsidized, and it would not be possible for private colleges to charge the same quantum of fees for 50% of their seats. Senior counsels Vijay Narayan, PS Raman and AR.L. Sundaresan are representing the educational institutions.

Which states have implemented it so far?

The guideline is to be implemented from the next academic session and any further development in the court case would also decide when it will be implemented.

However, so far, the Odisha government had issued notice to the private medical colleges deemed to be universities in the state and asked them to submit their proposal for the proposed fee structure with all relevant documents in respect of MBBS and PG courses. 

The official notification says, "In case of institutions(s) who fail to submit its/their proposals (s) for revision/determination of their fee structure within the stipulated date as mentioned below, the committee after taking into account all relevant materials available with it and /or to be gathered, shall determine the fee to the best of its judgement and same shall be binding on those institution(s). The last date of receipt of the proposal at this Directorate is 15.07.2022 and no proposal will be entertained thereafter. The proposals should be submitted in hard copy through speed post/registered post at Director of Technical Education & Training, Odisha, Cuttack & Member Secretary, Fee Structure Committee, Killa Maidan, Buxi Bazar, Cuttack - 753001."
