The Union Ministry of Civil Aviation (MoCA) has proposed a pilot project to start a helicopter emergency medical service at AIIMS Rishikesh to meet the golden hour requirements of accident victims.

The Union Ministry of Civil Aviation (MoCA) has decided to start a helicopter emergency medical service (EMS) at AIIMS Rishikesh to provide speedy treatment to needy patients, especially to cater to the needs of the golden hour of accident victims.

The ministry opines that the helicopters in the EMS role can provide notable service and can deliver emergency care quickly to the patients who require it, as reported by Business Standard.

"Helicopters in EMS role can greatly expand the capability by enlarging the medical outreach in an expeditious manner. It is later envisioned to incorporate a larger network to augment the land-based ambulances to increase the accessibility of trauma care services to a wider population base across the country," said the Ministry.

"MoCA proposes to seek an Expression of Interest (EoI) from air operators who can offer one single-engine or twin-engine helicopter in an air ambulance role with EMS capability for a period of six months based out of a helipad at AIIMS Rishikesh," the ministry added.

AIIMS Rishikesh helicopter emergency medical service details

The project would be located at AIIMS Rishikesh for a duration of six months which may be extended on a mutual consent basis. The helicopter will be based at the AIIMS Rishikesh helipad for the duration of the project and the air operator should make provision for necessary logistics.

The air operations would be governed by DGCA regulations and the requirements of CAR Section 8 Series S Part VII - Operation of Aeromedical Transportation (AMT) will be complied for air ambulance operations. 

The service will have one single-engine helicopter with the capacity to carry a single patient on the stretcher, one medical personnel inside the cabin and one pilot with carry-on medical equipment as required, and the helicopter will be able to fly to a distance of 300 km without refuelling.
