NEP 2020 envisions setting up a Higher Education Commission of India as an umbrella body with four independent verticals

Education Ministry is in the process of drafting a Bill for the establishment of the Higher Education Commission of India. The HECI was envisioned in National Education Policy (NEP), 2020 to replace multiple regulators with one single regulatory body for higher education.

Education ministry while replying to a question in Lok Sabha, about whether the Government is planning to bring legislation in this regard has informed that the Ministry is in the process of drafting a Bill for the establishment of the HECI.
The National Education Policy (NEP), 2020 envisions the setting up of a Higher Education Commission of India as an umbrella body with four independent verticals to perform distinct functions of regulation, accreditation, funding, and academic standard setting.

HECI will replace the All India Council of Technical Education (AICTE), and University Grants Commission (UGC), the two major higher education regulators that will come under one umbrella.

Even before NEP 2020 came into existence, The Education ministry, then HRD Ministry released the draft Higher Education Commission of India (HECI) Act in June 2018 June last year for public consultation.

Besides AICTE and the UGC, the National Council for Teacher Education (NCTE) will also get merged into HECI.
