UGC Directs HEIs to Refund Fees Under UGC's Enforcement of Act Provisions

The UGC has ordered universities to refund fee of students who change institutions, emphasising its earlier demand for full fee refunds within a certain timeframe for those changing courses. Institutions breaching this policy risk disciplinary measures. Know details here 

The University Grants Commission (UGC) has mandated that higher educational institutions (HEIs) refund the fees of students transferring to other institutes. Previously, the commission had urged institutions to provide a complete refund of tuition fees within a designated timeframe to students selecting different courses. The UGC has reiterated its perspective, warning that HEIs not adhering to its fee refund policy will be subject to punitive measures. 

A notice has been released following numerous complaints from students and parents to the UGC about several colleges and universities failing to refund fees after admissions were cancelled or withdrawn.

As per the UGC Redressal of Grievances of Students Regulation 2023, “..delay in or denial of the refund of fees due to a student who withdraws admission within the time mentioned in the prospectus, subject to guidelines, issued by the commission from time to time.”

It has been stated in the notice, “It is submitted that UGC has issued notifications / guidelines / letters regarding the refund of fees which are also available on the UGC website www.ugc.gov.in. The said notifications/guidelines are applicable to Undergraduate, Postgraduate and Research Programmes offered by all Universities included under Section(t) & I 2(B) of UGC Act, I 956.” 

“UGC has requested all the HEls vide mails and reminders to act on the complaints received from the students seeking a refund of fees paid to the Institutes after those students migrated to other institutions,” it added.
