UGC Extends Deadline for CAS Promotion Regulations Option to December 31, 2024

The University Grants Commission (UGC) has issued a significant public notice regarding the 'University Grants Commission (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) (4th Amendment) Regulations, 2024'.

This amendment extends the deadline to December 31, 2024, allowing faculty members to choose between UGC Regulations 2010 or 2018 for their Career Advancement Scheme (CAS) promotions.

The UGC notice specifies that the provision under Clause 6.3 of the 'University Grants Commission (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) (3rd Amendment) Regulations, 2023' will be substituted with a new clause. The revised clause ensures that the criteria for promotions under CAS will be effective from the notification date of the current regulations. However, faculty members who qualify or are likely to qualify by December 31, 2024, can opt for either the 2010 or 2018 regulations, with their date of eligibility retained as their promotion date.

The new clause states:

"The criteria for promotions under Career Advancement Scheme laid down under these Regulations shall be effective from the date of notification of these Regulations. However, to avoid hardship to those faculty members who have already qualified or are likely to qualify till 31st December 2024 as per the UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education, 2010, a choice may be given to them either for being considered for promotions under the 2010 or 2018 Regulations. The date of eligibility shall be retained as the date of promotion. On the date of submission of the application, the candidate should fulfill all eligibility criteria required for promotion."

As per the UGC Notice, as a result, Clause 6.3 of the 'University Grants Commission (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) (3rd Amendment) Regulations, 2023' stands deleted. All Higher Education Institutions (HEIs) are required to comply with this provision.
