UGC introduces amendments in Online, Distance Regulation; seeks comments from stakeholders
The amendments have been brought to simplify ODL and Online Regulatory Framework while ensuring quality and access.
The University Grants Commission (UGC) has sought suggestions from stakeholders to the amendments it has introduced in the Open and Distance Learning Programmes and Online Programmes, Regulations 2020.
Last week Shiksha.com reported that this week UGC will be uploading draft regulations to reform online education and the way courses are being offered by higher education institutions in the country. The existing regulations have been modified to improve the Gross Enrollment Ratio (GER) to 50 percent by 2035.
The National Education Policy (NEP) introduced in 2020 envisions to increase the GER to 50% by 2035. Prime Minister Narendra Modi has also been stressing about promoting online education to increase the GER.
The UGC notice states that keeping in view NEP 2020 recommendation to have GER of 50% by 2035 and to further promote Open and Distance Learning (ODL) and Online Education, UGC constituted an Expert Committee to review existing ODL and Online Regulatory Framework while ensuring quality, driven by simplified recognition system and processes.
Newly appointed UGC Chairman M Jagadesh Kumar told Shiksha that the UGC website invite all the stakeholders for their inputs and modify the regulations depending on the requirement and suggestions for the online courses to be offered by universities and other higher education institutions.
The Commission in its 555th meeting held on February 12, 2022, has accepted the report of the Committee. “Accordingly, draft amendments are available on UGC website at httns:/ /deb.uac.ac.in for feedback from stakeholders,” states UGC notice.
It states that the objective of the consultation process is to ensure an inclusive, participatory and holistic approach to simplify the ODL and Online Regulatory Framework while ensuring quality and ease of imparting distance and online education in the Country.
All concerned stakeholders are kindly requested to provide their comments/suggestions at by March 15, 2022.
