The University Grants Commission (UGC) has issued a crucial directive to higher education institutions (HEIs) following an order from the Hon'ble High Court of Delhi, dated 9th September 2024. The court has mandated that all educational institutions providing undergraduate and postgraduate programs must establish Student Grievance Redressal Committees (SGRC) within two weeks. The UGC’s circular emphasizes that failure to comply will result in legal action, highlighting the urgency of this directive.

This development arises from the High Court's concern for student welfare and the need for effective mechanisms to address grievances. The UGC had previously notified the UGC (Redressal of Grievances of Students) Regulations, 2023, on 11th April 2023, which outlines the requirements for the formation of these committees. In a letter dated 12th April 2023, the UGC urged institutions to implement the provisions of the regulations within 30 days; however, many institutions have yet to comply.

The UGC now provides a final opportunity for HEIs to meet this requirement. Institutions are expected to take immediate action to constitute SGRCs, which will play a vital role in ensuring that student concerns are addressed in a timely and effective manner. Educational institutions are also instructed to submit details of their SGRCs by 24th September 2024 to their respective universities, which must report back to the UGC.

The emphasis on compliance underlines the importance of student grievance mechanisms in maintaining educational standards and fostering a supportive learning environment. Institutions that fail to comply with these directives will face actions as per legal provisions, making it imperative for them to prioritize the establishment of these committees.
