UGC Mandates Immediate Compliance with Fee Refund Policy by Higher Educational Institutions
The UGC has warned that non-compliance with the fee refund policy will lead to stringent punitive actions.
The University Grants Commission (UGC) has issued a stern notice to Higher Educational Institutions (HEIs) across the country, emphasizing strict adherence to its fee refund policy. The notice highlights several instances of non-compliance despite repeated communications from the UGC.
The UGC has previously issued multiple Circulars and Notifications, including those dated December 17, 2020; July 2021; August 2, 2022; July 3, 2023; February 9, 2024; and June 12, 2024, detailing the procedures and timelines for fee refunds for students who cancel their admissions. In addition, meetings held on December 6, 2023, and May 27, 2024, chaired by the Secretary of UGC, reinforced the importance of timely fee refunds.
The notice points out that despite these clear directives, several institutions have failed to comply with the fee refund policy. It has been observed that some institutions have refused to refund fees based on their interpretation of UGC guidelines, which has raised serious concerns.
The UGC has warned that non-compliance with the fee refund policy will lead to stringent punitive actions. These actions may include:
Withholding recognition of existing Online and Open and Distance Learning (ODL) programs.
Denial of fresh applications for Online and ODL program recognition.
Withdrawal of 2(f) & 12(B) status.
Withholding of grants.
Cancellation or denial of autonomy and graded autonomy status.
Public notices in newspapers and other media informing potential candidates about non-compliance by the institution.
Any other actions deemed fit by the Commission.
The notice urges institutions to prioritize the implementation of the UGC Fee Refund Policy in the best interest of students. Failure to comply will result in severe consequences aimed at ensuring that student rights are protected.
