UGC Opens Applications for HEIs: Recognition for ODL and Online Programs 2024-25

The academic session is scheduled to commence in September 2024, revised from the earlier dates of July-August 2024, and onwards.

The University Grants Commission (UGC) is extending an invitation to eligible Higher Educational Institutions (HEIs) for recognition to offer programs under Open and Distance Learning (ODL) mode and/or Online mode for the academic year 2024-25.

The academic session is scheduled to commence in September 2024, revised from the earlier dates of July-August 2024, and onwards.

UGC is now accepting fresh online applications from Eligible Higher Educational Institutions (HEIs) in accordance with Regulation 3(A) and Regulation 3(B)(b) of UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments. This is for the recognition of programs under Open and Distance Learning (ODL) mode and/or Online mode for the academic year 2024-25, with the academic session commencing in September 2024.

The online portal for submitting applications will be accessible from 10th May 2024 to 31st May 2024. HEIs are required to submit their applications at haps://deb.ugc.ac.in/. Additionally, the duly certified hard copy of the application, along with the original affidavit and annexure has to be sent to UGC Head Office in New Delhi by 15th June 2024.

HEIs are urged to visit the UGC DEB website at https://deb.ugc.ac.in/ for information on the prescribed application fee and for any further updates or announcements regarding this process.

It is crucial for HEIs to understand that the submission of an application does not automatically grant approval. All applications will undergo scrutiny with regard to the standards stipulated in the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments.

Important Notes:

The application submission window is open throughout the year at https://deb.ugc.ac.in/ for:

Higher Educational Institutions (HEIs) entitled to offer Online Programmes without prior approval of UGC as per Regulation 3(B)(a) of UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments.

Category-I HEIs notified by UGC as per UGC (Categorization of Universities (only) for Grant of Graded Autonomy) Regulations, 2018, and its amendments for offering programs under Open and Distance Learning (ODL) mode.

Eligible HEIs already recognized by the UGC to offer ODL and/or Online Programmes for the academic year 2024-25 may apply for recognition of additional programs, if any.

Deemed to be Universities are required to seek prior approval/recommendation/ NOC of AICTE for offering programs (under the ambit of AICTE) in ODL and/or Online mode before submitting an application to UGC DEB.
