CLAT Consortium has released notification for PWD/ SAP candidates for CLAT 2023 following the orders of Supreme Court on December 15. Read here to know more.
The Common Law Admission Test (CLAT) is scheduled to be held on December 18, 2022, and a plea was filed in the Supreme Court for 13 disabled candidates taking the exam. Arnab Roy reached the apex court to request that scribe and other facilities are provided by the exam authority for PWD/ SAP candidates. Therefore, SC directed the exam authority to ensure the same is provided by stating, "Please see the list of 13 disabled students appearing in this exam and it will be seen they are not deprived of the writers".
Now, CLAT Consortium has published notification detailing about the facilities for PWD/ SAP. It stated, "Pursuant to the judgment of the Hon’ble Supreme Court of India in Vikash Kumar v Union Public Service Commission and Others, (2021) 5 SCC 370 the Consortium of National Law Universities (the “Consortium”) makes the following reasonable accommodation for candidates appearing for the CLAT 2023:
- with a specified disability covered under the definition in Section 2(s) of the Rights of Persons with Disabilities Act, 2016 (the “Act”) but not covered under the definition under Section 2(r) of the Act, i.e., persons having less than 40% specified disability, and
- who have difficulty in writing."
It further described the conditions and requirements to avail these facilties on CLAT 2023 exam day, "Such candidates as aforesaid who have secured a government medical certificate/ disability certificate indicating that they fall within the category described in para 1 above may be permitted the assistance of a scribe to write the CLAT 2023. Any such candidate may apply to the Coordinator having charge over their allotted Test Centre by email.
Any scribes must meet the qualification criteria for scribes set out in the Consortium's ‘Guidelines for Persons with Benchmark Disabilities (“PwDs”) / Specially Abled Persons (“SAPs”)’ dated November 24, 2022
The Consortium shall also provide appropriate support to those candidates with benchmark disabilities and candidates described in para 1 above who request such facilities, on a case-by-case basis, in order to complete the CLAT 2023 successfully.
In the event any such candidate requires any support in this regard, they may contact the Consortium at clat@consortiumofnlus.ac.in."

Apply for Scribe before 12 pm on December 16, 2022
The exam authority has also informed all candidates, if falling under PWD/SAP category to avail scribe and reasonable accomodation before 12 pm on December 15, 2022. They sent emails to all registered candidates stating, "If you wish to be permitted the assistance of a scribe to write the CLAT 2023 in accordance with para 2 of the Notification, please apply to the Coordinator having charge over your allotted Test Centre by email by 12:00 P.M. on December 16, 2022, with the specified supporting documentation. You can view the name and contact details of the Coordinator having charge over the city where your allotted Test Centre is located on your application dashboard.
Please note that if you would like the Consortium to facilitate the arrangement of a scribe for you and subsequently, would like to interact with them, please let us know by 11:59 P.M. on December 15, 2022."
