Law Minister S Regupathy tabled the bill and cited the Gujarat University Act, 1949 and the Telangana (Andhra Pradesh) Universities Act, 1991 which empowered the respective state governments to appoint the VCs of the universities in their states.

The reasons of the bill also cited Karnataka State Universities Act, 2000, as per which the VC will be appointed by the Chancellor with the concurrence of the state government, as reported by The Hindu.
