100 MBBS seats per million population, says NMC's new guidelines

This decision of NMC has been applauded by various state branches of IMA, students’ associations, and the medical fraternity in general, according to the official statement by the National Medical Commission.

On considering various observations by the court about the crowding of medical colleges, the National Medical Commission has given the provision of limiting UG seats in each State to 100 per million population.

"Various courts had made observations on crowding of medical colleges. As for example, recently, in W.P. No. 17263 of 2020 in case of K.R. Vasudevaa vs. State of T.N. and others, dtd 30.07.2021, Madurai bench of Madras High court has cautioned NMC against crowding of medical colleges," said NMC's notification. 

"With an objective of providing the right teaching environment to the medical student and improving the overall quality of education, the provision of limiting UG seats in each State to 100 per million population

has been included in the recently notified MSR guidelines 2023," added NMC's notification.

It is expected that this will reduce regional disparities in the availability of healthcare professionals and will go a long way in ensuring effective quality of education. With this ratio, there will be still potential for the addition of about 40,000 MBBS seats in the country if the medical colleges are evenly distributed, added NMC.

NMC's Guidelines for MBBS Admission

While granting admission in MBBS courses the medical colleges are required to ensure that the admission is in terms of the following parameters, based upon the NMC Regulations:

(i) No Admission is permissible beyond the sanctioned intake capacity.

(ii) Eligibility Criteria regarding age and Qualifying Marks for different categories as per Regulations on Graduate Medical Education, 2023. Candidates must have completed the age of 17 years on or before December 31st of the year of admission to the MBBS course. Must have passed the Qualifying Examination i e. 10+2-

(iii) Must have qualified NEET-UG (National Eligibility cum Entrance Test) for admission to MBBS Course.

  • General Category: 50s percentile or above.
  • Physically Handicapped: 45th percentile or above
  • Reserved {SC/ST/OBC}: 40th percentile or above.

(iv) All admissions have to be made through the prescribed Regulations mentioned below.
