Delhi HC Suggests Compulsory 1-Yr JRship for Medicos Due to Shortage of Resident Doctors
As much as 24% of Junior Resident posts lying vacant across Delhi Hospitals, the Delhi High Court also suggested offering autonomy to government hospitals to fill up vacant posts on ad-hoc/contractual basis.
Delhi High Court committee suggested implementing a one-year Junior Residentship in the medical college where students are pursuing MBBS courses. This recommendation has been made in the wake of huge vacancies of Junior Residents across Delhi Hospitals.
Further, the Delhi High Court panel suggested that government hospitals shall have the autonomy to fill the vacant Junior Residents seats in Delhi hospitals on an ad-hoc/contractual basis.
Delhi High Court JR Interim Report
In the panel's interim report, the Delhi HC panel claimed that out of 2250 sanctioned posts, 1708 posts were duly filled while 542 Junior Resident posts are still vacant. As a result, 24% of Junior Resident posts are lying vacant in 38 government-run Delhi hospitals, as reported by Medical Dialogues.
Reasons for Vacant Junior Resident Post
The Delhi High Court Panel stated the below reasons for vacant JR posts in hospitals:
- The Tertiary centres are overburdened and primary/secondary sectors are preferred by doctors, due to non-maintenance of the hierarchy system in primary/secondary and tertiary centres.
- Admission to a speciality (MD) programme is another reason for vacant JR positions at hospitals.
Remedies Suggested by Delhi HC Panel
The following measures were suggested by the panel to overcome the said shortcoming:
- The panel suggested providing autonomy to hospitals for filling positions on an ad-hoc/contractual basis.
- The benefits for ad-hoc/contractual employees shall be similar to those for regular employees.
- The employment tenure shall extend from one year to the availability of replacement.
- Referral system to be implemented at tertiary care hospitals.
- Release recruitment notification for resident medical officers (RMO) from time to time, with three years post MBBS experience in emergency/ casualty services.
