The National Medical Commission has formed an experts' group to frame guidelines for the proposed exam to allow persecuted minorities who migrated from Pakistan to practice medicine in India.

The National Medical Commission (NMC) is planning to allow persecuted minorities who migrated from Pakistan to practice medicine in India. The move is expected to give a ray of hope for many doctors who after migrating from Pakistan are not able to practice medicine in India legally.

NMC has formed a group of experts to frame guidelines for a proposed exam to allow medical graduates from persecuted minorities who migrated from Pakistan and got Indian citizenship to acquire permanent registration for practising medicine in India, as reported by Economic Times.

NMC's notification says, "It is hereby stated that Ministry of Health through its holistic endeavour decided that appropriate guidelines/regulations may be framed to give effect to the decision of conducting proposed examination for persecuted minorities migrating from Pakistan under the direct supervision of National Medical Commission to test their knowledge of modern medicine and granting permanent registration to practice medicine in India."

The background

For decades, many people belonging to Jain, Christian, Sikh and Hindu minority groups from Pakistan, Afghanistan, and Bangladesh have migrated to India and sought citizenship. During the winter session, the Ministry of Home Affairs informed Parliament that in 2021, nearly 8,244 citizenship applications were received from non-muslims from Pakistan, Afghanistan, and Bangladesh of which 3,117 were granted citizenship.

In 2019, Parliament passed the Citizenship Amendment Act (CAA) which facilitates granting of Indian citizenship to persecuted non-muslim minorities of these countries.

"It would be great if the government brings a policy to give us permanent registration to work as doctors," said Dr Nakhat Singh Sodha who migrated from Pakistan in 2005. He studied his medical course at Liaquat University of Medical and Health Sciences (LUMHS) in Karachi.
