As per the analysis conducted by the NAAC, most institutions are reluctant to go in for an assessment for the fear of obtaining poor grades. They are also afraid that their institutions lack the basic physical infrastructure required for teaching-learning and research and innovations.

Only 8 out of 36 universities and 161 of the total 940 colleges in Bihar have got the National Assessment and Accreditation Council (NAAC) accreditation so far, even after repeated warnings issued by the chancellor's secretariat as well as the state government. 

Only 85 out of the 161 colleges are currently having valid accreditation. It must be noted that NAAC accreditation is mandatory for higher education institutions to get benefits under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

As per the analysis conducted by the NAAC, most institutions are reluctant to go in for an assessment for the fear of obtaining poor grades. They are also afraid that their institutions lack the basic physical infrastructure required for teaching-learning and research and innovations. Besides, they also lack the requisite manpower, both teaching and support staff. 

The NAAC analysis has many pointers for the functioning of the accredited higher education institutions such as ineffective internal quality assurance cell (IQAC), non-implementation of the choice-based credit system (CBCS) in UG programs, syllabi non-compatible with industry needs, and the inability of the institutions to update them, insufficient funds for development and upgradation of infrastructure for teaching-learning-research and innovation.

It also suggests that if colleges do not have state-of-the-art equipment without adequate funding, which is expected from the state government. The budget should also contain heads for the development and maintenance of research infrastructure. The status of IQAC as a policy-making and monitoring body needs to be incorporated in the University Act.

State Higher Education Minister Vijay Kumar Choudhary also called upon the authorities to prepare themselves well for the quality assessment of their institutions.
