The decision has been taken so that even professionals who do not have PhDs can be appointed as assistant professors across the universities in the country. Along with this, the move also aims to provide opportunities to experts who want to teach in varsities but can't as they do not have a PhD degree.

University Grants Commission (UGC) chairman M Jagadesh Kumar has said that for recruitment to Associate Professor positions in central universities, a PhD is not a requirement. While speaking during the inauguration of the newly constructed UGC-HRDC building on the Osmania University (OU) campus, Kumar said a qualification in the Commission's National Eligibility Test (NET) will be sufficient to it, as reported by Telangana Today.

The decision has been taken so that even professionals who do not have PhDs can be appointed as assistant professors across the universities in the country. Along with this, the move also aim to provide opportunities to experts who want to teach in varsities but can't as they do not have a PhD degree. 

The UGC chief said that "a one nation-one data portal is being developed, which will offer all UGC guidelines and other important details to candidates." He further said that quality education will be extended directly to students via the National Digital University from the next academic year.

Earlier, the Central government changed the Commission's rules so that a PhD was now the minimal requirement for employing assistant professors. The Covid-19 epidemic delayed the new regulations from going into effect in 2021 to 2022. According to media sources, it was later extended until July 2023. Nonetheless, recruiting proceeded based on UGC NET (University Grants Commission National Eligibility Test) scores in the meantime.
