(iii) In the case where the (i) and (ii) above are same, then the candidate getting more marks in the compulsory papers is to be ranked higher.

IAS cut off is based on the following factors
- Number of vacancies
- Difficulty Level of the question paper
- Number of candidates appearing in the exam
The number of vacancies and the IAS cut off have a circular relation. Higher the number of vacancies lower the exam cut off. But sometimes, higher the number of vacancies attract a higher number of applications which increase the final cutoff. But in case of IAS exam, the number of candidates appeared in the IAS prelims exam does not vary much and the IAS cut off remain almost the same with a variation of five to ten marks.
UPSC question paper has a standard and UPSC does not change that standard much( little variation is natural). This is the reason that the previous year question papers help in the IAS preparation. Because of the same standard and number of appearing candidates, the IAS cut off does not vary much.
The UPSC prepare a merit list based on the marks secured by the candidates. Based on the number of vacancies, the number of candidates is selected from the merit list. The candidates falling above the cut off mark are declared selected and the rest of the candidates try their luck next time.
