On 10th November 2021, the Third Regional Security Dialogue on Afghanistan was conducted in New Delhi, India. The participating countries were the Russian Federation, the Kyrgyz Republic, the Islamic Republic of Iran, the Republic of Kazakhstan, the Republic of Tajikistan, the Republic of Uzbekistan, Secretaries of the National Security Councils of the Republic of India, the National Security Advisors of Turkmenistan. All the countries adopted the Delhi Declaration at the end of the dialogue.

The discussion revolved around the evolving circumstances in Afghanistan, primarily the security situation, its regional and global ramifications. The discussion showed special concerns to the existing political situation in Afghanistan and rising threats from radicalisation, terrorism, drug trafficking, and humanitarian assistance.

During the meeting, the secretaries of the National Security/ National Security Advisors discussed reiterating persistent support for secure, stable, and peaceful Afghanistan while highlighting the respect for unity, sovereignty, and territorial integrity, and discretion in its internal affairs. India has not invited Afghanistan because the country is headed by the government which is controlled by the Taliban. . Afghan representatives from the authorized government attended the previous Regional Security Dialogues.

In the declaration, each county expressed its concern over the misery of the Aghanistan people rising from the security situation and criticized the terrorist attacks in Kandahar, Kunduz, and Kabul. They emphasized that Afghanistan territory must not allow training, sheltering, planning or financing any terrorist practices. The declaration highlighted the need of forming a true and open inclusive government representing the will of Afghanistan people and must have representatives from all the sections of society in the political and administrative structure which is vital for the successful national reconciliation procedure in the country.

Delhi declaration called for collective cooperation opposing the menace of extremism, radicalization, drug trafficking, and separation in the region. They condemned all the terrorist activities in the strongest terms and emphasized their commitment to the battle against terrorism in all ways and manifestations, including its funding, the stripping of terrorist infrastructure, and opposing radicalization to make sure that Afghanistan will not become the place for global terrorism.

The way forward activities include, the formation of an Inclusive Government with the participation of all ethnic groups. Also, in recent years, Russia has cultivated a connection with the Taliban so India needs Russia’s support to form direct links or engagements with the Taliban. India must talk with China for a political settlement and constant stability in Afghanistan. India needs to establish engagement with the Taliban for security guarantees from the rebels in exchange for continued development assistance or obligations and identify the possibilities of the Taliban’s independence from Pakistan.

The Taliban had replied positively to the Delhi Declaration on Afghanistan. The spokesperson of Taliban agrees with all the terms & conditions discussed in NSA- level meeting. The agreement taken by Afghanistan was very significant because China and Pakistan had declined to attend the meeting, and Pakistan showed a negative approach towards India’s part in Afghanistan; however, the Taliban appeared to be more approachable of India’s move. Also, the Taliban said that they greatly appreciate everything done by India for Afghanistan like infrastructure and developmental projects.

All the participated countries thanked the Republic of India for conducting the Third Regional Security Dialogue on Afghanistan in New Delhi. They have agreed to organise another round of meeting by 2022.
