Common Eligibility Test (CET) proposed by Government for Public Sector Jobs

The Government of India has proposed to set up a specialised agency which will conduct a Common Eligibility Test (CET) for Group B gazetted, Group B non-Gazetted and Group C posts. The proposal is floated to all the ministries in the Union Government for comments and suggestions. All the ministries fulfil their recruitment requirements through the Union Public Service Commission and Staff Selection Commission. Hence their comment is essential to this proposal. The proposal has asked the various stakeholders to suggest an appropriate name for the proposed agency.
The comments and suggestions are also invited from the candidates who are preparing for government jobs.
Common Eligibility Test (CET) at a Glance
- A specialised agency will be created to conduct the CET.
- The CET will be conducted for the exams where the eligibility conditions are same.
- There will be a common pool of the talent for all the requirements.
- There will be a single online registration for all the candidates aspiring to get the jobs in the public sector.
- The CET will be conducted based on a common minimum syllabus prescribed for all the candidates.
- The exam will be conducted and all India merit list will be prepared.
- The score obtained by the candidate in the CET will be made public and also one copy will be sent to the government recruitment agency. This score will remain valid for three years.

The candidates will be able to improve his score and will get two additional chances for that. The best score among the three attempts will be taken into account.

After the CET, the final selection will be done by the specialised recruitment agency. This agency will work only with the selected candidates filtered after the CET.

The scope of CET can also be expanded by linking the State Governments and Union Territories also. It is also proposed that the CET result can be used by State Governments and Union Territories in a cost-sharing basis by signing MoUs with the specialised agency.

Further enlarging the scope of CET, it is also proposed that the CET score can also be utilized by the private sector.

Comments on the proposal can also be furnished online at asestt-dopt@gov.in, with the subject of an email written as "Comments on CET".
It is also proposed to conduct a separate CET for the Graduate, the Higher Secondary (12th pass) and the Matriculate (10th pass) candidates for non-technical posts. Currently, these recruitments are done by SSC, various RRBs and IBPS. The majority of candidates fall in this category and this is the area where candidates will be benefited the most by the proposed CET.
In the present scenario, the candidates have to appear in the multiple examinations conducted by UPSC and SSC to get a job in the central government offices. The proposed agency will be carved out by taking some of the work of UPSC and majority work of the SSC.
